Prime Central London Property Prices Continue To Fall

Research reveals that values of prime residential property in central London continued to fall in the third quarter of 2008. Across the prime markets, values fell by 3.7 per cent in the quarter, to bring annual falls to 12.1 per cent.


“The London market has been quick to react to the prospect of falls in City employment and earnings, and the sectors of the market most reliant on demand from the financial and business services continue to be those most severely affected,” says Lucian Cook, director, Savills Research. “These falls are in line with our central forecast that values will fall by 15 percent over the course of the year.”


Where old money and international demand are more prevalent, the falls have been far less severe. This is reflected in the fact that values in the core of prime central London, such as Knightsbridge, Mayfair, Chelsea and Belgravia, have fallen by just 7.1 percent in the year to date, compared to 16.1 percent in Kensington – traditionally a destination of choice for senior City and financial employees.”


In line with past downturns, the market for flats (with the exception of the most exclusive end of the market) in prime central London has been more affected than the market for houses. In the areas of south west London favoured by City employees – the likes of Barnes, Fulham, Wandsworth and Clapham – values fell by 16.5 per cent over the course of the past year. Here, supply and demand is a key factor and vendors, many with large equity buffers, have quickly accepted that values have fallen.


In contrast with the rest of the UK, rental values in prime central London have recorded the first quarterly fall since the second quarter of 2003, down 1.4 percent, again reflecting the weakened employment outlook in the City.


Renting has become the favoured option for many house movers, but the resulting increased demand has been insufficient to make up for the combined impact of reduced demand from the City and increased supply from those forced to let houses as selling has become more difficult.


The imbalance between supply and demand has been most acute in the rental markets to the east of the City, where rents are now 4.6 percent lower than at the same time last year.


In the period to the end of June, the super prime markets dominated by multimillionaires, where average prices are in the order of 5m pounds, showed far greater resilience than the merely prime and held value. At the same time, in the ultra prime market, where values average 15m pounds and where demand comes from the international billionaire community, growth continued.


That picture of resilience is beginning to show some very early cracks. In the third quarter, the falls in the super prime market were contained at 1.8 percent. In contrast, the ultra prime property held value, showing marginal growth at 0.6 percent, albeit well down from 4.2 percent seen in the equivalent quarter of last year.


Lucian Cook says: “We expect this market to be more resilient going forward, as it is driven by a growing number of global billionaires. Market conditions will undoubtedly be tougher than at the height of the market in 2006 and 2007, but we still do not anticipate big falls in value.”


“Evidence from previous downturns is that the very top of the market does eventually soften,” says Jonathan Hewlett, director of Savills London. “However, to a large extent we are dealing with the unknown. The very top end of the market is more global than ever before, and it is currently holding up better than expected, although we are just beginning to see signs of the market slowing.


Having said that, this is a rarefied marketplace and while we don’t expect many records to be smashed in the coming months, we will most certainly not see any distressed sellers either.”

Getting to Central London Hotels From Heathrow

Even though Heathrow is London’s largest airport, a lot of visitors are amazed to find that it is actually 16.9 miles from the centre of London, and that if they are staying in a hotel there that there is still quite a journey to be made before they can check-in to their room. Thankfully, there is a variety of options to get you quickly on your way.

The quickest option is the Heathrow Express train service which operates a non-stop service between Heathrow airport and Paddington Station in the heart of London; the journey takes only 15 minutes. There are two classes – standard or first class; which offers a little more luxury. In either class you can also buy a pass for Wi-Fi should you need to catch up with emails before hitting the capital. However, the Heathrow Express isn’t cheap with fares starting at £15.50 standard class single, and climbing up to £47 first class return.

A cheaper alternative to the Heathrow Express is the Underground. Heathrow is on the Piccadilly line and from any terminal you can access central London. Trains run every 4 – 9 minutes, with the single fare costing £4.00, or if you are travelling after 9.30 am, buy a travelcard which is valid anywhere on the London transport system for £6.30. At 45 – 60 minutes to reach central London the journey takes significantly longer than the Heathrow Express, but you have more en-route stops at which you can disembark.

Another public transport option is to take the bus or coach. This takes up to an hour to get into Central London if the traffic is operating normally, but can take up to two hours if there are problems, and offers a choice of destinations including Victoria rail station. The cost of this service currently starts around £10 for a single journey.

The airport is very well-served by London black cab taxis with the average fare to most central hotels in London varying between £40 and £60. Each cab holds up to five people, but do consider how much luggage you have, as very few cabs will be able to accommodate five passengers that each possesses two pieces of luggage. Also, if you intend to pay by credit or debit card you will be subject to a 10% service charge on the cash price.

Alternatively, Limousines are available through various agencies and can be booked in advance. Prices can vary between agencies, but this is definitely the most luxurious way of getting into the city centre – but also normally the most expensive!

Finally, it’s worth remembering that you’ll have to carry your luggage on public transport, so if you travel fully-loaded it might not be the best option for you to get through ticket gates and up and down stairs. Central London residential property prices rose by 3.9% in July 2007, the highest jump in a single month for 31 years, according to the Knight Frank Prime Central Location index. Lack of supply of suitable properties is considered the reason for the continued rise in residential prices throughout central London, with rises in house prices consistently outperforming gains in flat prices month on month since January.

July’s figures give an annualised growth of 36.4% – the highest annual growth since 1979 – and now the reasons for the lack of supply driving the outstanding price increases are coming under the microscope. It appears that foreign buyers have a large part to play, as 61% of all property over £4 million for sale in prime central London is sold to foreign buyers who, unlike domestic buyers tend not to have another property to release back into the market, thus restricting supply even further.

The substantial rise in property prices has also led to a shift in the behaviour of foreign buyers who initially buy their property for occupation while working in the City. In the past many would arrive to undertake a prestige job in the City and purchase a property solely for occupation while they were in the country and sell the property immediately after returning home. However, because of substantial rises, such as the 36% recorded over the last year, property is increasingly being retained as an investment once the buyer returns home. This has helped fuel the property shortage and in turn keeps central London property values high.

In 2004 the average period that a foreign buyer would hold onto their property after returning home before selling it, was nine months. Last year that period had risen to 20 months and is still rising. It appears that rather than take a quick profit on their London property foreign landlords are now willing to reap an income from tenants while watching the capital value of their property investment surge.

Of course, foreign buyers cannot take all the blame – or credit – depending upon your point of view, as for the substantial and sustained increases in property prices in central London multi-million City bonuses have been swiftly invested in prime central London property, which is still seen as the most solid of investments. So, unless foreign buyers and city brokers decide to liquidate their investments the outlook for central London property seems bright indeed.
